"Delivering Bay Life"

A document which sets out proposals for regenerating Colwyn Bay is available for the public to The Delivering Bay Life document describes how the objectives of the Bay Life Programme can be achieved. It will help to inform and provide a context and a basis for schemes and projects.

Delivering Bay Life will guide development priorities for the area, but is sufficiently flexible to embrace any new opportunities that might arise.  Three key development schemes are identified, along with other potential projects that could build on these initiatives.

The three key schemes are:

  • Coastal Improvement and waterfront developments
  • Council offices established in the town centre
  • Parc Eirias hosting a Centre of Excellence for sport, leisure and culture

Copies of the Delivering Bay Life document are available from to view at the Bay Life office, Colwyn Bay library and on the web at www.colwynbaylife.co.uk

Comments on the contents of Delivering Bay Life were submitted to the Bay Life Programme Board and those comments will be addressed at the next meeting.  A revised copy of the document will be released once all comments have been fed in.

Along with the creation of these schemes within the delivery of Bay Life Projects we have also seen the creation of 4 Delivery Groups oversee all Projects.  These groups will have a Chair and a Lead Officer and have been created under the following headings

Waterfront & Streetscape Improvements – Large Civil Engineering Projects - These schemes presently include Streetscape Phases 1 & 2, Colwyn Bay Waterfront and Town Improvement Grant.

Urban Redevelopment and Spatial Planning – This group will oversee physical projects such as Buildings.

Parc Eirias Developments – To oversee all developments within Parc Eirias incl. Welsh Rugby Union.

Community & Service Development – To oversee project development ideas emerging from Community Engagement

Penrhyn Road

Detailed designs for the scheme proposed for Penrhyn Road are now being consulted on.  The schemes were on display at the library on September 28th and 29th and are now on display in the Bay Life Information Centre.  Please feel free to call in and view the plans.  It is hoped the work will commence in January 2010 although this will depend on the feedback received from the consultation.

Station Road

The works on Station Road are now complete save some snagging issues. we are in the process of having Stage 3 Safety Audit Checks conducted on all 3 elements of Phase 1, Greenfield Road Roundabout, Sea View Road and Station Road, once these are complete any remedial works will also be carried out.  Following this work the road will then be sealed and cleaned.

SRA Team

WAG have now appointed 2 of the lead officers for the SRA themes, Housing and Community Cohesion, further appointments for the other themes will follow shortly.

Possible Future Projects

I am in touch with various groups and organisations discussing potential projects for the SRA.  Further updates on Projects will appear as they receive support.  It is hoped to create a list of SRA funded projects for this website in the near future

QUAT

The 3rd meeting took place on October 12th.  Cllr Chris Hughes a took his first full meeting in his new role as Chair with Teresa Carnall as Vice Chair. 

Public Consultation

We have recently undertaken a number of Public Consultations, 2 documents, The SRA Action Plan and the Delivering Bay Life Document as mentioned previously and 2 Projects, Penrhyn Road and Eirias Park.  The Consultation for the Action Plan closed on September the 1st, with the consultations on the projects still being undertaken.  Both Projects have been very well received and feedback has been positive. 

General

Following a meeting of Officers involved with SRA development various Program boards are currently being established to lead on themes identified in the Delivering Bay Life Structure. Alongside the Boards already mentioned, The Physical Regeneration Board and Parc Eirias a Community Program Board and Urban Development Board are being created.  It s hoped these boards will meet within the next few weeks.
